He's a 'zombie' (already dead, but revived his soul to someone body by Kabuto using Orochimaru technique). And almost all 'zombie' in Naruto have that kind of eyes (black color instead of white normal eyes)..

gaara's mother has brown hair, she is in a picture that gaara had when he was young, and their uncle has blonde hair so maybe he will have red, but that is still confusing
