From what I think I understand, the quote is about a few things.. Liquid was once captured/lived in the Middle East for a while and he is comparing the characters to various animals and their roles in relation to his experiences in the Middle East. Β GreyFox is thus only a Jackal and the use of Royal Harriers to hunt their prey, is reflected by FoxHound used (as a tool perhaps) to hunt/fight- and perhaps presumably hunting GreyFox. Β This I believe is a parallel showing that to him this is all old business and he is skilled in doing so and believes he is a master of what he feels is common practice.
