That's what I was thinking - but I couldn't figure out if it was an animal (Maybe a seal trying to come up for air) or what.

hello. the reason why ice looks like this is the difference between high tide to low tide.
In this picture, the ice has gained those cracks over the boulders on the beach when the sea recedes ..
