Well it's not a dress it's a robe used by people who worked as servants at churches a long time ago, that's why they find him in the church at first, Medusa dressed him like that because she sees him as her servant. The voice actor has nothing to do because many female voice actors make the voices of boys in anime. I also have more proofs that show that he is a boy. ^^U
