A tip:
With black and white line art like that, you're better off compressing as a .png file, not a .jpg file.
JPEG (.jpg) format uses "lossy" compression--it does not preserve the original image. It is designed for photos, not line art. Sharp edges that you get in line art produce "noise" like what you see in the above picture.
PNG (.png) format on the other hand uses "lossless" compression--it preserves the original image. It is not suitable for photos, but is ideal for line art like this image.
