She is the sister of the Moon Goddess. With her existence- werewolves risk going rogue. Going rogue means losing your humanity- losing all of your empathy, sympathy, and morals. They become murder machines. Rogues bow down to the Blood Goddess- killing in an effort to please her.
Seclusion from your pack, or civilization in general, is where you slowly begin to lose yourself. Your wolf takes more and more control until your humanity is gone- leaving nothing but a feral beast. Rogue's are more susceptible to diseases, infections, and wounds due to the fact they have extremely high pain tolerance.

The Blood Goddess promises power in exchange for blood. Rogues would even sacrifice themselves if it meant pleasing her.
