Not sure if that is the case, although it wouldn't surprise me one bit if DeviantART were to remove something like this for being "underage".
As a rule of thumb, it's all about the physique of the character. Even though Aang is 112 years old, he's physically a boy. If this girl were, say, 17, I don't think it's of much use to do anything because her body is clearly a lot older.
Ah, sexuality, the inexhaustible source of arbitrary rules and regulations to the point none of it makes sense.
