That's Kyd Wykkyd from Teen Titans. He's part of the Hive Five, and only apears in the cartoon, not the comics.
He looks kinda like Batman, doesn't he?

In our fanfiction that he was the first partner of Batman, before Robin, but his powers were the result of being experimented on by a super-villian(that I created) that made him want to kill any threat in an instant. Which made him unsuitable to be Batman's partner. Robin was never told of him. Add me on Yahoo if you want to here more.
As far as Jinx and Kyd Wykkyd, I think she's a little too driven for him as I have Role-played him. But I support Kyd-Raven anyways, so take that for what it's worth.
