you have an interesting way of drawing, and i find your line-art the most prominent feature: you have a busy and edgy look with your lines. still, it could be improved, and i can offer some suggestions to help bring out that quality in your art.
I like that your lines are deliberately sketchy and not cleaned up too well, it expresses a certain attitude with your drawing and your character. however i think you could try to define your lines abit more, by adding a thicker, more confident line on top of all the messy lines to really outline the form, something like this [link] where the artist leaves the sketchy parts in and thickens the lines that are more important. like how you did your face-- you thickened the chin/cheek line and all, but why not the chest, or the ears? because this is a portrait, they're equally important, so don't just leave them out.
another thing i notice is that you like to hatch. this is a very advanced skill to master because you're playing with lines to create depth-- i think it's okay with the nose, but not very well with the part under the lower lip.
you could refer to these pages, there are some points to take note of when hatching. but nice nose. it's definately working. [link] [link]
however you can totally remove the hatching under the lips(chin), or alternatively draw the whole contour of the shadow instead.
which brings up the next point, that i believe you could do well by merging your linework with a contour drawing style. I don't know if you've come across it before, but i'll explain briefly-- its drawing with line to contain the object or form that gives it shape.. well, stuff like this
[link] or like this [link] and if you get advanced, simplify lines to something like this [link]
so you're not using lines to 'create outlines' but using them to 'describe' the form of the object. the 3D-ness of the thing. the point is not to copy how others draw it, but to draw by how you see/observe things. that said, draw from life. it's really important to observe the reality of things, because we're all so ingrained to drawing faces like from anime/manga that we don't realize how cliche and wrong it is in terms of anatomy.
i really liked the way you drew the neck-shirt-thing, because to me it shows more mass than the rest of the picture. you may not be aware, but that's almost 'contour' like because the lines describe the body underneath them.

He's really fun and I love the style he's been drawn in. If you intended to keep him permanently B&W then a more consistent style of shading and cleaner line art would make the drawing look more professional.
What program and tablet did you use?

De details in de kleding, de haren...
De ogen en de tandjes doen het heel goed!
... En die neus is goed gelukt!
Ghehehe, neuzen lukken me tot nu toe niet realistisch xD
