More Moroccan-influenced stuff from my head. There was a lot of flooding here this last Winter, but I never saw anything like this, thankfully.The title is Moroccan Arabic for "flood"

The car is what gives a perspective of how terrible a flooding can be.

It seems when the news reports on a flood they also like to play footage of cars getting carried away. I think you're right, it is a clear indicator that it's a bad situation.
