[ The Prisoner ]

• Transformed Body. When Khoi uses his esper, his upper body completely transforms. Six massive tentacles (controlled en masse by 6d20) each exceeding 20ft in length explode out of his back. His head and arms become completely useless and immobile, though he's still able to see and speak.

• Tentacles. These tentacles don't appear to be made out of any substance known to man, and are pitch-black and amorphous when observed in motion. At the end of each is a gaping mouth similar to a leech's, surrounded by tearing teeth of about 2 inches in length. The appendages are constantly in motion and impervious to damage, though damaging Khoi's human body will cause the entire thing pain. They're prehensile, although they can only support about 300 lbs each. > Teeth are constantly snapping and sucking at anything in sight. 1d20+PWR for each sucessful attack. Option to prehensile - cannot use both with one tentacle.
    - 1-5 - Singular surface wound.
- 5-15 - Singular deep tissue wound.
- 15-20 - Leeches and holds, immobilizing the body part that's being held. If two tentacles do this to the same person, they can rip a person apart.
- 20-25 - Leeches, holds, and drains blood+tissue. Khoi doesn't know what the tentacles do with the blood they drain out of someone. He just knows that if this happens, they'll die within seconds of being held.
> Tentacles are prehensile and can hold anything small enough to wrap around. 1d20+PWR for each sucessful attack. Option to teeth - cannot use both with one tentacle.
- 1-5 - Strike to one person or immobilization of a single limb.
- 5-15 - Strike to multiple people or immobilization of multiple limbs without further sustained movement.
- 15-25 - Immobilization and movement of target. One alone can smash humans into the ground, for instance, or a couple tentacles can wrap multiple limbs and pull them apart from each other.
[ Limitations ]

• Abject Horror. Khoi hates using his Esper. It's genuinely traumatic to him, and only in the most extreme circumstances will he even bring it out. He'll require quite a bit of convincing to use it. This is, in large part, why he's devoted himself so thoroughly to other combat training - so he can be useful on the battlefield without needing to use his supernatural abilities. If he must use his powers, Khoi will... basically BSOD for the rest of the fight, dazed and relatively useless even after withdrawing from combat. > To bring his ability out in the first place, Khoi must succeed in a 1d20+CTRL roll exceeding 15 for mental fortitude.
> To withdraw from combat, Khoi must succeed in a 1d20+CTRL roll exceeding 10.
• Undisciplined. Since Khoi hates using his powers so much, he's never really... practiced controlling them. For the most part he has a general idea of what's happening, but his field of vision is very limited when he's transformed, and the tentacles sometimes seem to have a mind of their own.> Attack pattern is random. For every 6d20+CTRL attack, only rolls higher than 10 are sucessfully controlled and can attack enemies or be used for other purposes. Rolls lower than 5 cause that tentacle to attack a teammate instead. If solo, attack does nothing.
> If the tentacles attack a teammate, Khoi must succeed in a 1d20+CTRL roll exceeding 10 to avoid injuring them.
• Exhaustion. As a semi-physical manifestation, Khoi's extra appendages take a huge toll on his stamina. If he's too exhausted, he'll lose control of his ability and black out. After a few uncontrolled minutes (during which the probability to attack teammates becomes 6d20 failure at <10 instead of <5), the tentacles will disappear entirely. > Every 10 minutes in combat Khoi must suceed in a 1d20+Endurance roll exceeding 10 to avoid passing out and losing complete control of his abilities.

Personality:

He plods through the motions of greatness.

There's a reputation for him to uphold. He's among the strongest known combat Espers living on the planet. Pitted alone against a squadron of enemy soldiers he'll achieve victory in a matter of minutes. Even barring supernatural skill, he's deadly. One of the best snipers in this hemisphere, they say, laughing, clapping him on the back. And would you look at that build on him? Must be killing it with the girls, too, they joke.

He's got a lot to live up to.

There's a perfectionism inside him that means everything goes according to plan. His plan. He's not just the brawn, he's got a brain too - a deadly good one. Cooly logical, supremely tactical, always efficient.  He'll formulate, communicate, and execute any mission he's assigned without ever a hitch. He's the ideal member of the Vanguard. Brilliant, uber powerful, communicative, even empathetic and thoughtful on occasion. Like a machine with a soul.

He's perfect.

And he's about to shatter.

They must have started to see the signs back in the A-gency. It was why they pushed him less hard these days, acted more understanding if he didn't want to use his Esper. They must have started to see the panic that he thought he could hide under his mask when the prospect of using it appeared. They could see him starting to crack around the edges.

They'd caught him before. Curled up in a corner trying to crawl away from himself. Staring for a minute too long in a public mirror wondering if he could see the monster behind his eyes. Scrubbing the skin off his hands to get rid of the blood. Drowning out the thoughts of a thousand kills in the ear-bursting noise from his headphones.

They all knew. And he knew they knew. But it didn't help. Nothing helped.

Just keep going through the motions. The world he wants is idyllic. Nobody has to live in fear, nobody's in danger. Nobody grows up like he did, with the weight of everyone else's horror on their shoulders. He believes they can create that world if they just keep going through the motions. Keep tearing people apart until they forgave him. Maybe one day he'd deserve to belong in the world he'd make.

But that day's a long way off.

History:

tldr; Sulky edgelord was a soldier in the Vietnamese army. After his Esper hurt his comrades, he defected to the US, where he sulked for a couple years until #EyesOnMe . Joined the Agency, hurt more comrades. Still a sulky edgelord but he wants to be better.

Khoi had never had a dream before #EyesOnMe .

He'd grown up knowing there was something deeply wrong with him. There was fear in the eyes of the adults who surrounded him. He grew up in a small village where everyone else knew more about him than he did himself. He had no memory of having a real family, but somehow everyone else knew his parents - had known them, you know, before.

(He was just a baby. It wasn't his fault.)

He stayed in the PAVN longer than his mandatory service because there was nothing for him back home. Became a Corporal at 20. Notably talented Marksman. Good soldier, they all said, until the incident. At least he vanished after that. They'd be angry at his desertion if they weren't so relieved that he was gone.

(He didn't know he could do that. It wasn't his fault.)

In America he tried to hide from himself, but the void of being crept up on him no matter how deep the shadows he concealed himself in. He had never wanted anything so much as he wanted to be out of sight now. It took years for the dull horror to swallow him whole, but he'd seen it coming all along. There wasn't anything he truly wanted besides to be hidden.

(It was all his fault. And he was alone.)

Strange that he was still around by the time #EyesOnMe started trending. He'd have thought he'd melt into the monstrous earth by then, but routine had kept him like a mannequin. And suddenly, with a hashtag and an explosion, the world took on colors. They spread out like paint in water, slowly dripping over everything in sight. Light. The sea he was trapped underneath turned out to have a surface after all.

The A-gency took him almost immediately. The idea of joining forces with the terrorists never once crossed his mind - he'd had enough of harming innocents for one lifetime. No: he was going to make a world where no one would worry about coming to harm, where being different didn't meant that you were worthless.

(But he wasn't just different. He was a monster.)

The A-gency told him it that it wasn't his fault he'd never learned to use his Esper properly, but by the point they all realized his full potential, the damage had already been done. When the A-gency was shut down Khoi thought it made sense, but something inside him fought against his instinct to curl up and let the world pass him by. He'd seen the color of a dream, and he couldn't just close his eyes and let things go back to the way they used to be.

(The world outside is beautiful. Even monsters can dream in color.)

• The Gym - He spends about 2 hours a day at the gym every day, and tends to stay around 9% bf ladies--
• Industrial Rock - Khoi didn't grow up with this kind of music. He listens to it most waking hours now.
• Personal Space - He doesn't like people to get too close to him.
• Order - Don't be sloppy, people. He'll get mad.

Dislikes:
• Blood - Not a good thing with an Esper like his. It's not quite a phobia, but he really hates blood.
• Jokes - Khoi is too serious for his own good. His blank stare could kill a man.
• Television - Most programming gets on his nerves. He's very quiet normally, but if you mention gameshows to him he'll go off. Something something mindless consumerism, something brainwash the masses something.

Trivia:
• Does not smile. Period.
• Does he own any shirts besides fitness shirts? The world may never know.
• His spelling is pretty garbage.
• On missions his empathy can get in the way - he's the one who stops you from killing badguys, saying "wait, let's hear them out first".
• Ends up being team dad most of the time. He gets irritated if you say so, though.
• A little bit of a conspiracy theorist, but that's probably just because he's got some paranoid tendencies... or is it?
• Has a daily fancy-frozen-mocha-from-local-cafe habit. If you know his order and pick it up for him, he'll be eternally grateful.
