Probably because of the ending to this game, wherein Sunstar blows up Wily Star because apparently his fusion reactor has finally malfunctioned or something like that.
There's a little more in the Japanese version, which states that his civilization isn't peaceful and dying is the only way he could bring peace back or something like that. It's enough to make a grown man cry!
But perhaps a headcanon of mine states that Sunstar was just using his brilliant lying skills to get Mega Man off his ass. That was clearly just his shoulder that'd blown a circuit!

Perhaps I needed an in-universe example of why all 10 Stardroids are back and causing so much havoc in an arc I'd created called Stardroid Showdown. Presumably I'd had the idea that they'd use their own REM systems to hack into those of various other robots ever since the initial A Bot Face where I drew them. They'd use this dream-hacking skill on the Robot Masters designed after them to not only scare them, but tell them that they're coming!
Obviously, Pluto making Slash Man dream about him is referencing the canon tidbit that Slash Man himself exists because Wily was inspired by Pluto, and it'd be obvious for Sunstar and Mars to make Pharaoh Man and Napalm Man dream about them, considering similarities in appearances, respectively, but the rest is not what you'd expect. Such as Jupiter appearing in Tengu Man's dream rather than Tornado Man or even Gyro Man, or perhaps Venus invading Dust Man's dream rather than Toad Man's.
