That is actually a really good question.
Factors:
The fact that she cant breathe nor move as fast underwater due to the human body being used to land movement, which is why we can run faster than we can swim (for most humans).
Due to such a factor, and assuming that she is more land than water, she would need an effective way to avoid possession, unlike when she was kidnapped in space. And to add to all of this, mermaids. Mermaids were made to swim, not go on land and walk. If Julie is used to land, then she is at a disadvantage, being prone to capture. Unless the queen has a spell to make her a mermaid and be instantly used to swimming like one without any practice, the odds are stacked against her.
