I think the rex sacrorum and his wife are a bit different to the Samaari tribal chiefs. They're more of a figurehead rather than holding any political or religious power whereas the Samaarin are more like the pre-republican Roman kings, holding absolute authority in everything (I dunno if Roman kings were the heads of their religion as well but their Samaari equivalent are, for their respective tribe).
Interestingly though, in terms of Roman comparisons, the dwarven champion is not unlike a combination of a praetor and a lictor albeit, without election. I don't think his power would be as far reaching as an actual praetor but, depending on his lord, he'd have more power than a a lictor.
