You say that Sticky Web is a notable move, while also listing it under the Notable Lack of Moves. And most of it's notable moves are Special, but it's Special Attack is only 81, compared to 87 for Attack! Why?

In the sentence I mentioned Sticky Web, I was explaining how to not make it too similar to Leavanny in terms of what they can accomplish. If I were to give this moth Sticky Web, I'd not only make it more powerful, but also removed one reason to use Leavanny.
As for the slightly smaller Sp Atk, I wanted to have this moth function well in both regards, such as dealing good damage with U-turn or bluff a physical set. Quiver Dance is still something it'll use 95% of the time though, and given this moth's bulk and access to STAB Giga Drain, it shouldn't be too difficult getting two boosts if played well.
So yeah, let's not make stuff more powerful than they need to be.

About the only viable reason I can think to not give this guy the same SpA or more as the Atk is because of Hurricane. That always hurts in Rotation Battles. I'm surprised I keep forgetting that.

Supposedly, coconuts can travel quite the distance at sea and then plant themselves at a different beach, so this is quite the similar scenario.
