This is such a beautiful photo. There are so many elements to it that make it stunning.
I think the first and most important thing that I love about it is simply the model's expression. It is very subtle, very cute, very "wanna play?". This is aided by the wild and unfettered curls, and her hands. Her eyes and the slight curve in her full and beautiful lips show this off well.
Secondly, the shot is very crisp, and shows off all the little features of her face - the slight blush, the (very, very) light freckling on her nose, her light eyebrows. The focus on her face lends a slight blur to the ins and outs of her hair, which is again, a subtle but nice effect.
Also, I really like the framing. Her hair does most of the work here, and the decision to crop the top of the shot through her forehead seemed to work very well. Obviously, her hands serve to frame the bottom of the shot, but the very specific positioning just tops off the whole shot.
Overall this is very striking, very provocative, very well executed, perfect.
