Yes, because that is where the starter pokemon are kept. In mapping, this is the one exception, when you have pokemon roaming in it. Think about the pokemon day care in DPP and RSE for example.
If it wasn't accessible it would be invalid mapping in this sense. Don't worry, I've researched it lol.
