I've never heard of it before. But I searched it on Google just as you said and it's some sort of anime. I do agree that the pose is quite similar, apart from him pulling his tongue.

I never said the tongue shouldn't be there, just that it would look more JoJo-esque without it. Pharma sticking his tongue out fits his personality.
