Wholy crap! This is the BEST Elizabeth and Katsura cosplay I have ever seen! I really want to cosplay Elizabeth myself! Could you pretty please tell me how you made it?

I didn't make either of them, I'm not sure who did. I'd guess there might be a wire frame or something inside holding up the top, like a dome. An umbrella might do it if the fabric is light enough, a custom made framework of bent aluminium bars anchored to a backpack would do it better, but I don't know what method was used here. You might be able to find the cosplayer on the MCM forums though.
