Hello Whaleshooter, interesting observations... I think every artist really has its particularities in relation to the character, but I never saw this as something imposed by editors and I never know about this story of the shorter dress.
I just feel that many Magica's fans like to see her beautiful ...

This is amazing, but I would expect nothing less from you!
Me, trying to become a Duck-artist myself, have learned a couple of fun-facts about Magica that I don't know if has ever crossed your mind. Almost every Duck-artist has their own unique way of making magica look as "sexy" as possible. (I use the word "sexy" as it is what editors I have talked to have said themselves).
Norwegian Duck-artist Arild Midthun gives Magica that perticularly flowing, wavy hair.
You give her those bedroom-eyes.
And Don Rosa (who isn't quite as skilled at managing "sexy") is the only one that has to resort to giving her a cleavage.

Additionally, Arild Midthun was once asked to draw magica's dress shorter, to reveal more leg. This is hillarious.
