Mind if I give you some advice? When you first create your OC don't worry if they start out Mary Sue/Garry Stu-ish. Just start getting ideas down and keep working at them. Once you get the basics down you can start working on making them more interesting and original. It's may take longer, but it allows you to build on the character and make them more complex rather than trying to make the perfect and original OC right when you start.
And don't be afraid to ask other people for advice. I know there re a lot of people on DA that'll give good constructive feedback.

To be honest... Yes, it's really hard to create good OC.
Especially FMA OC. Β
Fullmetal Alchemist universum is complicated.
You have to have knowledge not only about story but also military and alchemy.
Important thing it's to make a decision if your OC will be 2003 FMA or brotherhood character (it's a huge difference).
But don't give up. You only need to think about it.
You can also search for Mary Sue Test - it's very useful.

I prefer first series because of many reasons.Β
Most of allΒ 2003 Ed is different, he's more cultural and sensitive. I just love him... ;u;
It's important because I pairing Sally with him :3
