To me, a Toy can be plastic and cutesy without rosy cheeks. It's like a plushie, but with less softness.
For all we know, those might have been the first Toys that were around before the newer ones (with rosy cheeks) came around. :>

PS:I think that it isn't that she is missing more of her arms that real withered chica but they are less complex and only consist of the upper arm and the hands,or atleast that's all I can see on the cartoon endoskeletons and fredbear
