Oh, that's all based on interpretation. It's somewhat of a debate, Chihiro is technically a "he" but others call him a "she" due to the whole cross-dressing scenario. But then there's also evidence that supports "he" and is a bit more concrete so.. it's quite the debate in the community 'xD
I'd say you can call them by whichever one you feel personally connects to the character better.
