Brian is a horrible person though... there's just no getting around that. It's hard to feel sympathetic for a character we know is an asshole. And yeah, others are bad too. But Brian is objectively worst.
Meg gets crapped on just for existing, which is why people tend to feel sorry for her.

What I'm trying to say is that both characters are equally terrible, and both really deserve equal amounts of hate. What I feel is that Quagmire's character has been heavily degraded over the past couple of episodes, he has little to no character left, and the only significance he has is engaging in violence toward a liberal douche.
Again, both characters suck, and it's no excuse to empathize with another just because one character strikes a cord harder than the other.

Quagmire isn't part of the main family. That's not to say he isn't a horrible character, but we just care less about him. This isn't real life, it's a TV, show. So, of course, the character who strikes more of a chord is going to get more of the attention. That's just how media works in general.
And as you mentioned Quagmire has been pretty much been boiled down to nothing. Brian becomes progressively worse. We already know just how low Quagmire is, but Brian seems to sink lower and lower as the show goes on. The fact that he doesn't even acknowledge his flaws(even though he's fully aware they exist) just makes it worst.

Okay, here is something ELSE I find hypocratic with this fandom. You know how these types of guys also bash the SpongeBob episodes "A Pal for Gary" and "Petsitter Pat" because of the abuse of a pet? Well, from the way this is going, abuse torwards Brian would ALSO be considered animal abuse. I mean, sure Family Guy is a human character show and SpongeBob is (mostly) an animal character show; and I have heard about how antagonistic Brian can be sometimes, but he and Gary are both technically PETS in their respective shows...or, well, you get what I'm saying, right?

The way I see it is kind of like with My Little Pony. People laugh at the slapstick that the "Mane" Six endure, but when Spike endures any form of slapstick, they claim he's being "abused" or "pushed around." Laughing at the ponies go through slapstick but calling abuse when Spike "suffers" comes off as hypocritical to me.
The same case is with people who sympathize for Meg when she actually gets abused, but they laugh at Brian's misfortunes and claim he "deserves" it, even when he did nothing to warrant them. That just makes them hypocrites.

As much as I can't stand Meg abuse (in my opinion , I honestly don't think she's boring either, but even if she was, that still doesn't excuse the abuse. Plus, it's the writers' fault for not developing her more when there's alot more they could do with her, I think they're just being lazy with her). That being said, I do agree wit Brian. While there are times I can't stand him like in not all dogs go to heaven and that episode where he gave Stewy herps (though he might of been ooc in those EPs.), that doesn't excuse all the abuse he receives. He's even abused in Eps. Where he's done done wrong, so yeah, I feel bad for him sometimes too.
