Max Damage and Jailbait (yes, that's her codename), though I'm not sure if that's her or her "decoy" they recently introduced in issue 5.
Long story short, Max Damage is a recovering supervillain trying to turn hero in a world that just turned upside down when the Plutonian, the world's main superhero (basically their version of Superman) suddenly snapped, went psycho, and started killing everyone (actually, there's more to it than that. If you want more info, go check out the series "Irredeemable" by Mark Waid).
Anyway, Max Damage was originally one of Plutonian's main arch-enemies and one of the few who could stand up to him.
Well, Max was there the day the Plutonian snapped and wiped out an entire city of three million people. The irony being he was about to release a toxin that would have wiped out the population if the Plutonian hadn't shown up.
However, the Plutonian wasn't aware what Max was doing or that he was there (or maybe he did but just didn't care). He just showed up and started incinerating people in the middle of the street and Max watched as the world's hero slaughtered an entire city.
Needless to say, that freaked Max a little.
