Jessica was more inspired by the Shadow, but it's true any big red raincoat make it look like Carmen Sandiego.

Most illustrations of The Shadow that I've seen put him in a black coat and hat with a red scarf (usually pulled over his lower face, leaving that obvious nose visible). But the twin .45 automatics is spot on, and not part of Carmen's gear.
