Friends: as the new Headmistress of Daikaiju Academy, she is on good terms with most of the K-morphs and officials on the island.

Background Info:

Discovered amidst the rubble of the first Gojira rampage through Tokyo, Noriko was saved by a rescue team, and turned over to the leading authority on the beast. He took her in and while he made no excuses about studying her to help learn about the monster, he also raised her as a daughter.

While she was kept out of the public eye, she was given the best education available. In the years since, she has served as a secret advisor to the government, on subjects ranging from nuclear power, to Gojira countermeasure plans. With the growing population of Daikaiju-morphs, she felt it was time to step from the shadows and take a more active role.

Noriko has been appointed the new Headmistress of Daikaiju Academy, replacing the previous Headmaster (the man was an utter failure, never attending to anything that required he leave the safety of his office), and causing quite a stir as she takes the reins of the most volatile group of people on the planet.
