Mmm well i think it's a bit difficult to give any solid tips since it always kinda depends on your artstyle....
as for me: i like to start off with a rough sketch and then color over it. whille coloring over the initial sketch i work out the details....
i don't know if that makes sense lol backgrounds are kinda my weak point too;;;
mmm i'd say practice and patience is key
