Thing is, I think you're looking for the words "Contrast" and "bloom", as what you have said.
I mostly use Magic Bullet Looks (Plugin for Photoshop CS6, both are pirated, right out from Youtube, but not Photoshop, because my dad torrented it a long time ago), but the thing for contrast is that you can use the "Levels" tool in Photoshop to adjust the brightness and contrast, or use colour filters or colour lookups (I use those alot back in my day)
Then for the glowlike/bloom effect, this will require you to turn the bloomscale the fuck down to 0, so there's unneeded SFM bloom when you do render (SFM's built-in bloom is shitty anyway). Then on Photoshop, you duplicate the original layer, set it to Lighter Colour blending mode, and then proceed to apply gaussian blur, and turn down opacity to wherever you like.
However, if you want Magic Bullet Looks, have it by the link here and download from MEGASync, not the MediaFire link, as the said other link has no MBL as soon as you open the ZIP.
I am pretty sure Magic Bullet Looks has options for other Adobe programs, so if you do have Adobe Editing Softwares, then you may proceed to check those.

Alright, I can take most of the advice (No photoshop, gimp and paintoolsai user here)
BUT I can translate a good chunk of into GIMP.

Oh and yeah, if you also want the "glow" from the Windows right from SFM, first, then try adding shadowless volumetrics and give them a glow however you like.
Should feel more immersive that way.
