When the outbreak hit, most of the government military forces were either routed or completely overrun. When the remnants of the government finally established a foothold on what are officially declared "safe zones" they finally began commencing operations to secure these "safe zones" and reclaim nearby infested areas but, the problem is their military forces are stretched dangerously thin so they began commissioning militias of armed survivors to carry out these dangerous tasks. Most notably with a group called 'Blakewood', a private military contractor that managed to remain operational following the outbreak and is currently providing the bulk of government operations for security and reclamation in exchange for hefty fees in the form of food, ammo, and gasoline since money is now worthless. With the Blakewood PMC operating with little if any government restraint along with clearing out infestations of zombies and hostile bandits, they would also carry out atrocities across the wasteland where they would extort any survivors they come across forcing them to either surrender all their supplies and join their ranks or be executed. While many survivors would accept the first option as Blakewood is working for the government and can provide food and protection for them, they have a developed an increasingly ruthless agenda where anyone they deem a liability would be gunned down instantly, this includes the elderly, sick, and especially amputated survivors and have a zero-tolerance policy towards anyone suspected of having been or being infected. Blakewood's atrocities towards the wasteland's surviving population makes them an even greater threat than either the bandits or the walking dead.
