Powers:
'Purification' - Hirako uses water to heal by 'banishing' the negative energy associated with a wound. He cannot heal deep injuries that require surgery or anything two intrusive and he cannot regrow anything lost. While he can also heal minor illnesses like a cold, he cannot dispel any diseases. He does not proclaim himself a miracle worker and rarely uses this power. In fact, he is saving this power for the day he reunites with his little sister.
'Water manipulation' - As per his species, Hirako is able to use water as both a shield and a weapon. This power grows in strength depending how near he is to a water source, or how much he can carry on him. Unlike his homeland where the water was infused with magic, Hirako cannot call the water from the air, only from other sources, like plants. Hence why he keeps a garden at home, emergency weapons at the ready. He can hardened it into ice or sharpen it.

Personality:
For a dragon reaching his prime of his youth, Hirako resembles more of a dragon reaching his millennium year. Apathetic(-) to others, he holds little interest because of the weight he currently carries. Calling him heartless is a little overexaggerating, but he doesn't really care. He is a bit sarcastic(-) at times, with a dry humor that can come out at the wrong times. Resourceful(+) as well as determined(+), he doesn't leave tasks unfinished, nor will he give up on them if they're too hard. That does tend to leave him a bit reckless(-) as this means he would try to finish a mission even if it's failed. He's also flexible(+), able to think outside the box and is willing to try new ideas, not stubborn enough to use the same failed tactic twice.
While Hirako isn't really drawn to crowds and prefers solitude, he hates the sound of silence, the white noise making him suffocate. He is a frugal(+) individual, the loss of his family's fortune causing him to appreciate a good paycheck and learning how to spend efficiently. Plus, with the expense he has to pay to free his sister, he can't afford to spend so wildly. He is also studious(+) about those in his care, mostly his garden and especially the hydrangea shrubs planted there.
He has a hard time building relationships, being distant(-) towards others, even those in his gang. While his trust is hard to give, Hirako struggles to be dependable, though his bad habit of insecurity(-) has lead him to burning more bridges than building them. He's trying though, struggling to find allies in the hopes that he has back up when he finally faces off with his family.

History:
Hailing from an old Clan of noble water dragons, Hirako was the last son to be born, but not the last sibling. He lived his life believing to be the youngest, and held no ambitions or expectations for anything involving their family. After all, his oldest sister was a capable leader and there were more siblings between him and responsibility. While he held some talent in his ‘Purification’ ability, Hirako was mostly average, average strength, average powers. He was all set to live his life in the shadows of his talented siblings, letting them run the Clan while he lived his life in luxury.

Until he learned that he was not the last of their family.

Finding out about his younger sister had been a mistake. While tending to their family’s gardens, a hobby he had picked up since he had nothing else to do, he had discovered a shrub of hydrangea flowers, hidden in a patch that wasn’t easily accessed by the walkways. He found it strange that a flower associated with their family’s element was hidden away like this, but upon touching the stem, he drew back.

Singing. He heard someone singing through the flower. After testing this phenomenon with the other flowers, Hirako had no choice but to deduce it was only this shrub that was effective, and in his experimentation, he realized that the singing had stopped. And the soft, gentle voice of a girl began to speak to him.

It wasn’t long before Hirako found out the truth about his last sibling. How she was locked away due to being different, imperfect, unnatural. While he could not grasp the reason for it, she was seen as an abomination and sealed away. Hirako found such a thing baffling and demanded to know why she couldn’t be set free. Those eyes of contempt turned his way then, and from where there was once affection, was only disdain.

”Why concern yourself with a defect?”

Unable to live in that house any longer, Hirako was forced to leave, a decision that was not made easy. He couldn’t leave behind his sibling, but through the hydrangea, she told him it was fine. That she was content knowing one brother cared for her. It wasn’t enough for him, who went to confront the head of their clan, his own father, and demanded to know what he wanted for her freedom. An unreasonable sum was given, and the old dragon sneered at his son, knowing he had no means of paying it.

But Hirako was no fool. While he had lived without ambition, he was not without conviction. Now having someone to care for, he searched for a fast way to earn money and notoriety. His desperation led him straight to the yakuza, and using his family talents, managed to earn himself a spot within their ranks.

He doesn’t care about the fame, the fortune, or gaining status. All he cares is saving the voice he hears from the hydrangea, and setting her free.
