well, the m14 is automatic, so the springfield armory re designed the m14 to be semi auto and to have better internals, and they upgraded alot more of the gun. then they released the new m14 under the name m21. the m14 isnt a sniper rifle, its just a rife, so thats why they made the m21, to be the sniper rifle cuz so many troops aere usin the m14 for sniping rolls.
