Since the Hisou patch took about a year or so I've heard, you might be waiting for a while.
The fighting games take a lot longer compared to the danmaku games, since there are multiple stories' worth of dialogue, victory quotes, spell descriptions, menus, plus in 13.5, the text is vertically oriented, so the the people working on the patch have to figure out how to handle that.
