I think the main creature it reminds me of is called Mr. Wink but it doesn't necessarily look exactly like him or any other creature, but it looks like a creature that could be in those movies., and I think the inking style used to render it makes me think of Mike Mignola's comics.

Both Hellboy movies for sure have a unique look.
While I do not remember them in detail, the visuals impressed me back then.
