to get these results I use a wacom tablet. I have used a mouse before but for the hair to look as good as it does here you should have a tablet because then you can control the pen sensitivity. I create new layers and I take a hard edged brush at around 2-9 point size and on one layer I'll take the black and I will go over the hair and I'll usually set the opacity down to about 13% (or even as low as 6%) Opacity so the details can still be seen but they aren't overpowering an detracting.
On a new layer I do the same thing with the white as I did with the black.
I got this result by playing around with using various pen sizes, and various opacities. I think this one took about 5 hair layers until I got this result.

If you want to add color (I haven't here) go over the hair with the desired color (block it in on a seperate layer that is either on soft light, color, or even normal that is set down to a super low opacity)
and then continue as normal.

The simple black and white trick works with all colors of hair!
