The Laughing Swarm is a trans-dimensional group of humans, remnant forces of the Exna Fleets, believed to be based inside the Mirror. Their current fleet dispositio̹̭̲̼̤̥̠̪n̩̮̪ is unknown.

5838 - The PsiComp established the Exna Fleet darkprojects in order to further humankind's survival. Each fleet served as a test environment for research into (dangerous) technologies that would be used to develop humanity into the technological Golden age.
Each fleet was constructed to fit its specific specialization, eg. psiops warfare, reintegration of the human remnant colonies scattered throughout the universe, and many other specialized tasks.
7262 - With the mission of the fleets accomplished, they were recalled and purged, their place in history removed at the hands of PsiCom̦̦̟͉̩p͙͙͓.͖̺ Unfortunately, by chance, or sheer skill, a small portion of the extant fleets being recalled managed to survive purge action.

It just now occurred to me that the fleet remnants who joined the Laughing Swarm proved themselves to be (simply by surviving the purge) the most capable, and/or luckiest, and/or most paranoid of all humanity... which goes a long way towards explaining how and why they are still alive.

Yep! The Laughing Swarm have every right to be as paranoid as they want to be!
And English is the worst language to spell in... we've stolen so many words from other languages (particularly (and in this case) French) that you can't hope to remember all the possible words that are 'spelled correctly' but are still 'not the word I wanted to use'.

So all the fleets were sent out to work on their specialality and help mankind to the greatest of age. Then just all destroyed. That seems like a waste to me since even all records of them were also wiped.

It's all according to plan. If you remove all evidence of warfare and strife from your history books, that removes another source of inspiration for potential revolts. It's hard enough running a civilization that spans hundreds of galaxies without the civilians getting bright ideas about overthrowing the regime.

I guess that makes sense. It seems to kinda not consider that human can come up with stuff that is not based on anything all the time. But some one must know of it because some one must be aware that it can happen and be prepared for it. Then 'fun' stories unfold because of it.

The PsiComp still exists, and the have access to information that has been sealed away. Anyone attempting to incite revolt, or dissident thought is quickly dealt with.
Just because the military has been disbanded, doesn't mean humanity has lost their teeth. If anything, the PsiComp is much more dangerous than the Exna Fleets, because of all the technological advances they facilitated. I'm slowly working on expanding their visual style;

Ah, but the problem is poor El-pha here is just the Medicated, not the Medicator. I think she could use some hugs and cuddles from the nurses though, if you can keep her away from dangerous sharp objects.
