I do beleive that that is the casino in the older part of constanta in the southeastern region of Romania on the coast of the black sea. If your asking how I know, I have a friend in Romania who tells me stories of these places all the time. I might have fallen in love with this country, it sounds so lovely. He shows me the places on wikimapia.com, and tells me about them. I first saw the casino in the "Akcent - Let's just talk about it" video. He got me hooked on Romanian music, too. haha. I really wish I could go there one day. I also want to see bucharest and maybe even bia mare. at least I think that's how it's spelled. it seems like a nice place as well.
