Yes... I've been wanting to do a pic of Articuno for awhile. This didn't turn out as grand as I hoped it would, but its not bad. n_n Flying Articuno using Ice Beam. Fear. >FRelated content

My avatar on Sheezyart.com is the same way, and I had it for a while. I managed to pluck the picture from a friend, who linked me to a site that I can't remember anymore (Four years ago).
Not sure if your name is Ishtar Amelia or not but that's whom I found the picture under the name. (Unless it was stolen the other way around... Not entirely sure...)

I can assure you that I'm the original artist. :/ I've also uploaded it to Sheezyart on my account, BlackPidgeot. No idea who this Ishtar Amelia is, but my Pokemon art has been used and abused many times, so it doesn't surprise me at all.
