It has a number of functions: first one is pride, it's a symbol for the wealth, power and independence of the city. Second is archive: the documents that gave the city's rights and priviliges are kept there. Third is housing the city bell that sounds when the gates open or close, warning for fires/storms or enemies and marking the end of the workday. Four is guarding the city's treasury. Sometimes the city prison was also located there.
