Actually , he`s a child though due to his time in The Gate , he can age like Bradley and after escaping The Gate he starts aging subtly at a slower rate than normal humans so by " Conqueror of Shamballa " he`s a young teenager . And , Luci`s voice for him is indeed a male voice if you listen closely , just a very androgynous one in order to show his youth , initial cheerfulness and otherworldly nature ! In addition , his voice changes over time and to fit his mood : At first it`s a normal albeit androgynous little boy voice which is normal for his age , then after being fed The Red Stones by Envy it becomes harsh , raspy and reptillian , after he meets Edward again his casual speaking voice is less raspy and more husky though it still goes raspy when he`s whispering or screaming at the top of his lungs which is often ! Also , Luci`s natural Texan accent sometimes slips through her Wrath voice in intensely emotional moments if you listen closely , particularly after it becomes more husky !

If you listen closely , The 2003 Anime Dub is filled with Texan VAs , many of whom don`t even bother hiding it ( Caitlin Glass as Winry and Wendy Powell as Envy being the most glaring examples ! ) While Ed Blaylock`s Texan accent is present in Bradley , he atleast adds a Sean Connery quality befitting Bradley`s eccentricity to add a bit more flavor to his voice ! And , then ofcourse there`s Vic`s unique half-Pennsylvanian , half-Texan accent which sounds a wee bit more Texan than usual in The 2003 Anime , presumably to fit in !
