Jiraiya has not been given a last name by Kishimoto. There are two reasons given for this among the fandom.
1. Jiraiya was a lower-class student who had no last name, since surnames were generally reserved for established ninja families.
Fun fact: In historical Japan commoners did not earn the right to have surnames until the Meiji period. 90% of the population of Japan for most of its history with a single name, differentiated from others by a reference to their occupation or a descriptive nickname.
2. As one of the "Three Ninja of Konoha", Jiraiya was so famous that he was known to the general public of the Yamato continent (Naruto's world) by his given name.
Fun fact: Many famous men of Japan, especially the legendary ones, are known by their given names, or a singular name they adopted to relate a great deed or change in their life. To get their full names, you have to read their biographies.
