don't know what it is about this little guy but I love it I look forward to using him when your game comes out.
a few suggestions how about for abilities Prankster, Cursed Body, or frisk would work I think stench (because road kill stinks.), or shadow tag (though if theirs no online play, or legendary Pokémon that run from battle I wouldn't recommend it) might also be good choices
as for moves i'd love to see it with shadow claw, night slash, Dark Pulse, Will o Wisp, Shadow Ball, torment, swagger and foul play, maybe even shadow sneak, hyper fang, bite, crunch, and beat up.
stats I feel it should lean towards attack, special attack and speed so it can be set up as a sweeper support combo. depending on moves and its ability.
just lease I'm begging you don't give it run away and pick up as abilities
if you need arguments as to why not as its based on road kill it's not that great at running away >_> and pick up is just an awful ability normally given to the route one rodent.
well that's all I can think of keep up the fantastic work I'm greatly looking forward to Cinder and Foam

Cool idea but for pokemon.
1. Pokemon can't use real diseases for controversial reasons.
2. The effect of the ability is a bit to much. Would probably get banned from competitive battling.
