Well it depends on what software you use and what kind of effect you would like to make. A lot of people that use these textures will place it over the background layer (behind their characters) in their artwork on a layer set to Overlay. That can make the background feel a little more interesting, not so empty, even if the character isn't set in a scene. There are a lot of great tutorials on this site that can give you more specific tips. Just go to the front page and browse for Resources & Stock Images > Tutorials > Application References > and then choose which program you're using from the subcategories. browse.deviantart.com/resource...
