Well that is going to require a lot of time to do it effectively.
There is a process called rotoscoping that can create laser effects and light sabers ~ you could use the same technique to build motion lights but it won't look very real.

To animate this shot would require several dozen or so frames of the same location with shorter or longer exposure shots. Then you would place those shots in sequence into a movie making program like iMovie and presto...
