First of all, I really like the technical effects in this piece. The colors, highlights, and shadows are beautiful. The girl on the left's hair fades well into the darkness, as well as her hand, and I like the clothing color contrasts between the three. The floating blurry things (petals?) are a nice touch as well, bringing some detail into the empty spaces around them. I love the blonde girl's expression! It shows a lot about what she's thinking about this scenario.
As for what to improve, there are a few things I'd like to mention. I think the main thing is the position of the girl on the left's legs. This is a common pose for anime/manga characters to be in but in this case I find it to be a bit exaggerated. It was one of the first things my eye was drawn to and I don't find that to be the intention.
Secondly, I feel the highlight on the portal is a bit overdone. There is a large section here that is just pure white, and it kind of overwhelms the picture. It's hard to examine the other parts of the piece when the large white portal is present in the middle.
Last thing I would mention is the direction the face on the right are pointing. It seems a bit unnatural to me for the right face to be completely in profile. The girl in the middle, I think, has the stiffest pose of the three. Though, this could aid her seeming mysterious and emerging in the picture. For example, her arms are pointing straight back and her head is in a weird position to me. Also, similarly to the whiteness in the middle, the glow on her seems a bit exaggerated.

It's amazing, like the rest of the work of dishwasher1910.
I saw many users talking Weiss should have killed Ruby to be able to summon her. But Winter had said "the enemies she defeated", not "the enemies she killed". Moreover, Winter summoned an "ice hut" on "RWBY Chibi" (I know it ain't canon, but even so, it happened).
Now, if Weiss can summon Ruby, could she summon herself? I mean, she could think about what she was like before entering Beacon, thinking of that version of herself as an enemy she defeated.
And if Weiss were able to create copies of people, could that copy have intelligence, the ability to learn, or even an aura and the same semblance that the "original" has?ย If so, Weiss could create a copy of herself and that copy could create another copy of itself, who in turn could create another copy of itself, who in turn could create another copy of itself, and so on.
Geez, there are so many possibilities with the semblance of our favorite Ice Queen.

Weiss' hair is suppose to be on off center, although it could just be hard to tell at this angle. the texture makes it seem like an old memory, kind of a nostalgic theme. the whole piece is off center, helping the thought that this might be the memory of someone that was there and looking at this at an angle
Weiss' shocked expression makes it seem as though she didn't expect it while Ruby's face says it's a pleasant surprise. the background blur helps focus on the main points of the work.
Ruby is missing some crosses from her outfit, but over all i think this piece is well done, but it begs the question, can ย Weiss someone anything she beats, or does she have to kill it like they do Grimm, which adds very interesting elements to this if it becomes the case
side note, i thought our comments had to be detailed, so i used what i learned in my art appreciation class. sorry if it's useless or annoyingย

i find it interesting that everyone thinks this is impossible but still loves it, and I'm like Winter only described defeated (not slain or killed)ย and things that challenged her made grow to be more that she was before I think that it's entirely plausible that ruby was something weiss had to grow to have victory over becuase was so stuck in her arrogance and ruby really challenged that, so a ruby summon doesn't seem impossible to me

I mean, it's cute, but it's pretty heavily implied that the Schnees have to kill something before they can summon it. Which means Weiss either killed the real Ruby and is summoning her to fight an impostor, or she killed an impostor and is showing off to the real one.

What if she wanted to summon a copy of Ruby without killing the real Ruby? That would be nice. This is what the artist is doing here.
