Interesting take on the mouth giving it the additional interior upper and lower jaw. And the eyes seem more centered.
Overall it looks like a face with the skin peeled back from the mouth with extra mandibles than the typical split-face elite.

Have a look at Halo Wars Elite designs. This is mostly inspired by them
I think this one looks a bit like Nemesis, from RE series...
Anyway, just tried to make a menacing looking Elite. This saga deserves a revision on it's enemies. We can't take them seriously anymore. I hope they'll make something totally different for Halo Reach.
