For a competition. Trying to do stuff again. The face happened because as I was sketching it out, I just saw the opprotunity and went with it.The name, is because I was listening to Zappa's "Broadway the Hard Way" while drawing this, and right as I was finishing it up, "Promiscuous" came on. Dr. Cool sounds a lot like Dr. Koop.

He looks like he was about to do something REALLY evil, when just at that moment, a goomba said something SO stupid that it made Koopa start to snicker, thus ruining his little evil speech. XD
