As for the Asian look..... For so far as I can see there are three things that cause that.
1. Due to the sharp contrast in colour to the rest of her, the blue scales on her chest and neck look a bit like clothing at first glance, and the kind of clothing rich women would wear in China/Japan.
2. The shape of her eyes is different from how it is usually drawn, especially the line used to draw the bottom of the eye.
3. The hair. Asian women are always depicted as having long flowing dark hair. The fact that this drawing also has the hair being blue probably only reinforces that similarity (completely black hair usually being seen as a kind of very very dark blue).
Of course, I could be wrong.
