I like what you've done. She is very unique and you've owned your choices in a way that doesn't require further questioning to understand them. I believe the character has a base and no matter whether someone likes the direction or not, it looks like something that can hold up on it's own as legit and ready. My only technical notice is that it feels odd at the waist... maybe if the shell had come down further... Something just feels out of shape right there in the transitional space to the ass and thighs... I think it might be because I feel like if she were to turn around her cheeks would be bare below the shell.

Yep, that's the Time Scepter 
I'm glad you like it, I think the turtles needs a feminine touch and someone who can heal them after a fight and protect the sewers from evil spirits
