I get confused by people who choose eyeshade colour lighter then their skin (and/or have hair colour lighter then skin). Nevertheless, that yellow dress suits her. I somehow imagine it also having cotton fabric and simple circled ornament with a little bit darker and orange-er circles.

It makes sense, I think. Eye makeup isn't really supposed to blend in with the skin like foundation or blush, it's supposed to complement your eyes and make them pop. Choosing a shade lighter than your skin can draw a lot of attention to your eyes, not to mention it would make your eyes brighter looking and effectively hide any dark circles.

Tien doesn't normally wear too much makeup, but if she were to wear some eyeshadow it'd most likely be some kind of rich blue color. 
But I think people might like choosing bright colors for their makeup because it brings attention.
