I get confused by people who choose eyeshade colour lighter then their skin (and/or have hair colour lighter then skin). Nevertheless, that yellow dress suits her. I somehow imagine it also having cotton fabric and simple circled ornament with a little bit darker and orange-er circles.

It makes sense, I think. Eye makeup isn't really supposed to blend in with the skin like foundation or blush, it's supposed to complement your eyes and make them pop. Choosing a shade lighter than your skin can draw a lot of attention to your eyes, not to mention it would make your eyes brighter looking and effectively hide any dark circles.
